Abstract
Авторами статьи рассмотрен структурный подход к функционированию лесного комплекса Беларуси, показана его взаимосвязь с воспроизводственным и институциональными аспектами развития. Лесной комплекс - традиционный поставщик лесобумажной продукции, пользующейся спросом на внутреннем и мировых рынках сбыта. В Беларуси его функционирование связано с наличием и необходимостью, контролем и регулированием следующих государственных проблем и процессов: производственных, функциональных, социальных, общеэкономических. Ключевую роль в переходе к модели конкурентно устойчивого, высокоэффективного лесного комплекса играет лесная промышленность.
Abstract in another language
The structural approach to functioning of the forest complex of Belarus was considered by the authors of the article, its relationship with reproductive and institutional aspects of development was showed. The forest complex is a traditional provider of forest and paper products, which is in demand in the domestic and world markets of sale. In Belarus its functional is associated with presence and necessity, control and regulation of next national issues and processes: production, functional, social, general economic. The timber industry plays a key role in the transition to the model of competitive stable high-performance forest complex. Among the organizational conditions, which determine the best using of industry potential, should be called the formation of scientific consulting potential for the purpose of conducting of the national balanced forest policy, researches in the field of commercialization products of NIOKR (scientific-research and experimental-design operations), training and improvement of stuff skill and etc. In compliance with the structural aspect of changes in economic systems of forest complex, which are estimated globally on the net financial flow in the system “the state – the branch”, it is proposed to supplement the existing nature-oriented concept with the concept of “the approved innovative risk”. The essence of the latter one is in the creation of favorable conditions for the detection of demand at the national level, pursuance of prospective applied researches, the gathering, the analysis and the realization of innovative drafts.
