Abstract
Показано, что слабая тенденция к росту уровня технологий основной массы отраслей белорусской экономики – пост эффективный этап эволюционного развития технологий. Но в сложной структуре технологических систем присутствуют операции и процессы, потенциал эволюционного развития которых еще далеко не исчерпан. Для обеспечения эффективности серии мелких нововведений, обладающих при незначительности каждого в отдельности кумулятивным действием, предлагается особый организационно-экономический механизм, аналогом которого может служить известный «план Скэнлона». Для развития технологий новых производств рекомендован организационно-экономический механизм по модели тройной спирали.
Abstract in another language
It is shown that a light trend towards an increase in the level of technology of the some branches of the Belarusian economy is a post effective stage of the evolutionary development of technology. But in the complex structure of technological systems there are operations and processes, the potential of evolutionary development of which is far from exhausted. To ensure the effectiveness of a series of small innovations that possess cumulative action when each individual act is insignificant, a special organizational and economic mechanism is proposed, analogous to which is the well-known Scanlon plan. For the development of new production technologies, an organizational-economic mechanism is recommended according to the Triple Helix Model.
