Risks of the modern industrial policy of the Republic of Belarus in the context of neo-industrialization
Abstract
Основываясь на методологическом подходе к трактовке неоиндустриализации как процесса формирования нового хозяйственного уклада, основывающегося на триаде цифрового производства, цифровых услуг и цифровых бизнес-моделей, а также с учетом национальных особенностей цифровой модернизации белорусской экономики в статье выделены и содержательно раскрыты следующие риски современной промышленной политики Республики Беларусь: риск подмены неоиндустриализации формированием инфраструктуры цифровой экономики; риск отстающего развития цифровых услуг и цифровых бизнес-моделей; риск чрезмерной инертности доминирующего хозяйственного уклада; риск чрезмерной неустойчивости доминирующего хозяйственного уклада; риск идеологизации неоиндустриализации; кадровые риски; риск политической нестабильности.

Based on the methodological approach to the interpretation of neo-industrialization as a process of forming a new economic order based on the triad of digital production, digital services and digital business models, as well as taking into account the national features of the digital modernization of the Belarusian economy, the article highlights and substantively discloses the following risks modern industrial policy of the Republic of Belarus: the risk of replacing neo-industrialization with the formation of the infrastructure of the digital economy; the risk of lagging development of digital services and digital business models; the risk of excessive inertia of the dominant economic structure; the risk of excessive instability of the dominant economic structure; the risk of ideologizing neoindustrialization; personnel risks; the risk of political instability.
