Abstract
При разработке стратегии развития регионов часто встает вопрос, как перейти от уровня стратегических целей к конкретным механизмам реализации. В рамках данной проблемы необходимо планировать желаемое состояние региона как системы на основании анализа современной ситуации. На примере Республики Татарстан рассматривают задачи выделения городских агломераций этого региона.

During developing the strategy of regions development the question often raises of how to move from strategic goals to specific implementation mechanisms. In the framework of this problem it is necessary to plan the desired state of a region as a system based on the analysis of the current situation. On the example of Republic of Tatarstan authors consider the problem of allocating urban agglomerations of the region.
