Federal standard for construction cost – the missing element in the architecture of construction regulation

Abstract

the article substantiates the necessity of developing and adopting the Federal Standard for Construction Cost as a system-forming document that ensures methodological unity in determining, verifying, and managing construction costs at all stages of a project’s life cycle. The contradictions within the existing regulatory and methodological frame-work – consisting of fragmented guidelines and government decrees – are examined, along with successful examples of standardization in related fields such as valuation and accounting. It is demonstrated that the absence of a unified federal standard leads to regulatory fragmentation, terminological inconsistencies, and digital disintegration of data, thereby complicating the implementation of cost engineering principles. The author formulates arguments in favor of adopting the standard as the “missing element” in the architecture of construction regulation – a framework capable of ensuring seamless cost management and continuity of norma-tive decisions across the stages of investment justification, design, con-struction, and operation.
