Russia's technological sovereignty: a retrospective analysis and contemporary conditions of ensuring it
Abstract
Проанализированы подходы РФ и РБ к технологическому суверенитету: в России – контроль критических технологий, в Беларуси – наличие ключевых технологий/товаров. Ретроспективный анализ (1991-2024) выявил ухудшение показателей научно-технологической сферы РФ. Суверенитет ограничивается высокими затратами на цифровизацию, стагнацией экономики и жёсткой денежно-кредитной политикой.

The approaches of the Russian Federation and the Repub-lic of Belarus to technological sovereignty are analyzed: in Russia, control over critical technologies, while in Belarus, the availability of key technologies/goods. A retrospective analysis (1991–2024) revealed a deterioration in scientific and technological indicators in the Russian Federation. Sovereignty is limited by high digitalization costs, economic stagnation, and tight monetary policy.
