Abstract
В статье представлен системный подход к оценке научно-технологического пространства. Раскрыт стратегический характер научно-технического и инновационного сотрудничества Республики Беларусь и Российской Федерации в рамках Союзного государства и отражены его приоритетные направления. Проведен сравнительный анализ научно-технологического потенциал двух стран, в том числе на региональном уровне. В качестве важнейшего инструмента формирования единого научно-технологического пространства определены совместные программы, и дана оценка их выполнению. Отражены роль взаимодействия Российской академии наук и Национальной академии наук Беларуси и их нацеленность на формирование общей программы фундаментальных исследований. Представлен успешный опыт межгосударственного регионального научно-технического сотрудничества. Разработаны рекомендации по обеспечению формирования единого научно-технологического пространства Союзного государства.

The article presents a systematic approach to the assessment of scientific and technological space. The strategic nature of scientific, technical and innovative cooperation between the Republic of Belarus and the Russian Federation within the framework of the Union State is revealed and its priority areas are reflected. A comparative analysis of the scientific and technological potential of the two countries was carried out, including at the regional level. As the most important tool for the formation of a single scientific and technological space, joint programs were identified and an assessment was made of their implementation. The role of interaction between the Russian Academy of Sciences and the National Academy of Sciences of Belarus and their focus on the formation of a common program of fundamental research is reflected. The successful experience of interstate regional scientific and technical cooperation is presented. Recommendations have been developed to ensure the formation of a single scientific and technological space of the Union State.
