Abstract
В статье рассмотрены вопросы совершенствования методов сметного нормирования трудовых и материальных ресурсов в строительстве. Определены задачи сметного нормирования, соответствующие современному уровню производства и управления строительной деятельностью. Сформулированы основные принципы сметного нормирования. Выделены преимущества и недостатки методов сметного нормирования, предложена система организации разработки и мониторинга норм расхода ресурсов в строительстве и методов проектирования норм. Эта система позволяет повысить оперативность разработки сметных норм в строительстве, обеспечивает достоверность результатов нормирования на уровне погрешности статистической обработки данных.

The article discusses the issues of improving the methods of estimated rationing of labor and material resources in construction. The problems of estimated rationing are determined, which correspond to the modern level of production and management of construction activities. The basic principles of the estimated rationing are formulated. The advantages and disadvantages of the methods of estimated rationing are highlighted, a system for organizing the development and monitoring of resource consumption rates in construction and methods for design standards is proposed. This system allows to increase the efficiency of the development of estimated norms in construction, ensures the reliability of the results of rationing at the level of error of statistical data processing.
