This study investigates the integration of international project management standards (e. g., PMBOK, Scrum) with localized requirements in Chinese information system implementation projects through an analysis of domestic practices. By examining case studies of government digital transformation and enterprise ERP deployments, the research identifies critical challenges, including cultural adaptation, dynamic requirement management, and cross-departmental collaboration. A comparative evaluation of agile and waterfall methodologies reveals the practical advantages of a hybrid management model (PMBOK + Agile). Findings highlight that localized tool adoption and alignment with organizational culture are pivotal to project success, while gaps in technical debt management, dynamic resource allocation, and quantitative risk assessment systems necessitate further optimization. This paper offers theoretical insights and actionable recommendations for Chinese enterprises seeking to harmonize global best practices with local realities during digital transformation.ru
