| dc.description.abstract | В статье рассматриваются подходы к развитию сметно-нормативной базы в строительстве на основе результатов нормативных наблюдений технологических процессов. Рассмотрена необходимость перехода от традиционных методов нормирования труда к цифровым и аналитическим подходам, основанным на обработке фактических данных, получаемых в ходе строительного производства. Использование результатов нормативных наблюдений технологических процессов позволяет повысить достоверность расчётов, обоснованность норм труда, а также обеспечить гибкость обновления сметно-нормативной базы в условиях цифровой трансформации отрасли. Приведены направления совершенствования сметно-нормативной базы и примеры успешного применения наблюдений при разработке элементных сметных норм в Республике Казахстан. | ru |

| local.description.annotation | The article examines approaches to the development of the cost estimation and normative framework in construction based on the results of normative observations of technological processes. It discusses the need to shift from traditional labor-standardization methods to digital and analytical approaches based on the processing of actual data obtained during construction operations. The use of data from normative observations of technological processes increases the accuracy of calculations, improves the justification of labor standards, and ensures flexibility in updating the cost estimation and normative framework amid the digital transformation of the industry. The article outlines directions for im-proving the normative and cost-estimation system and provides examples of the successful application of observational data in the development of unit cost norms in the Republic of Kazakhstan. | ru |
