The need for paradigm shift in health system evaluation

Abstract

The deep integration of digital technology with healthcare systems has rendered traditional health system evaluation frameworks inadequate for comprehensively reflecting overall performance. Drawing on economic theory and digital healthcare practices, this paper proposes that evaluation paradigms must shift from a singular outcome-oriented approach to a multidimensional framework integrating value, efficiency, and sustainability – thereby adapting to the systemic transformations brought about by digital transformation.
