Policy practice and risk mitigation of China’s fertilizer technology assistance to Belarus

Abstract

This paper demonstrates the implementation feasibility of China-Belarus fertilizer technology assistance from three dimensions: policy guarantees, practical foundations, and risk mitigation. Belarus’ preferential foreign investment policies and the China-Belarus "Belt and Road" agricultural cooperation framework provide institutional support; existing trade, scientific research, and logistics cooperation reduce implementation risks; and targeted risk mechanisms ensure longterm sustainability. These elements form a feasible cooperation closed-loop.
