On conceptualization in the field of national security
Abstract
В статье на основе комплексного анализа зарубежного опыта, мнений отечественных и иностранных ученых рассматриваются различные методологические подходы в рамках концептуализации в сфере национальной безопасности Республики Беларусь. Обосновывается необходимость актуализации рисков с учетом их трансформации и зарождения новых вызовов с одновременным сохранением существующей системной основы национальной безопасности, исходя из принципов преемственности и безопасности через развитие. Предлагается объединить две доминирующие в настоящее время парадигмы безопасности – защищенности и развития для достижения позитивного синергетического эффекта.

Based on a comprehensive analysis of foreign experience, opinions of domestic and foreign scientists, the article examines various methodological approaches within the framework of conceptualization in the field of national security of the Republic of Belarus. The necessity of actualizing risks, taking into account their transformation and the emergence of new challenges, while maintaining the existing systemic basis of national security, proceeding from the principles of continuity and security through development, is substantiated. It is proposed to combine the two currently dominant paradigms of security – security and development in order to achieve a positive synergistic effect.
