China's “dual carbon” goals are profoundly transforming its macroeconomic model, with low-carbon investment rising from 3.7 % (2015) to 12.4 % of fixed asset investment [3]. This shift, however, creates severe transition challenges for regions reliant on traditional industries. This study uses provincial panel data (2018–2023) [8] to analyze the multi-dimensional socio-economic effects of this transition, which extend beyond environmental metrics to impact social development, welfare, and well-being. It aims to identify synergistic paths that balance environmental and social objectives, providing a reference for an inclusive low-carbon policy framework.
