This paper compares and analyzes three mainstream international smart city rating systems. The research reveals the differences in development models under different systems, and uses Shenzhen, China, and Minsk, Belarus as examples to clarify the effectiveness and limitations of the two paths of “technology- driven” and “administrative-led”. The comparative conclusions provide key inspiration for building a more balanced and inclusive smart city evaluation methodology.
